In that proposal, the Federation emphasized that the cultural institution it had in mind was not of the typical North American variety, one which gathered crowds of young people into expensive structures of mortar and pounded into them, skills, that would ensure the continued existence of a technological society.

The article was written in response to a number of attacks against the Indian leadership. The brief presented on behalf of the Indian clergy of the Anglican Church was the most controversial attack as it implied the authority to be in the hands of the church and not with the chiefs.

The Poundmaker Centennial Celebrations started July 9, 1981, with a Treaty Day. Other ceremonies took place as the Band acknowledged and presented diplomas to the Grade 12 graduating class.

Trudeau and the provinces reached an accord on November 5, agreeing to the terms under which Canada's Constitution would be patriated. Somewhere in the intense debate that went on between the provinces and the Federal Government, Clause 34 of the Charter of Rights and Freedoms which recognized a limited form of Aboriginal and Treaty rights was dropped from the Constitution.
